Just top 50 words can be moved in Edit mode.
It is done for optimization stake as otherwise Edit mode will be very slow.

Why would you need to move the small words?

If you want 8.5x11 paper to be filled with words without blank spaces then you need to create a rectangle shaped word cloud with ratio 8.5 / 11 = 0.77. Here is FAQ question on how to do it.
