The algorithm behind the words sizing is quite complex.
In simple terms Tagul finds a place for a word and then tries to scale the word according to its size. If scaled word doesn't fit into available space then Tagul just places the word just making it fit.

Tagul considers only words heights when scaling. Because otherwise (when for example word's occupied space is considered) it often happens that one letter word seems much bigger than several letters word while both have the same size.

I've to admit that Tagul is not much suitable for scientific results. It is more a tool to create beautiful (gorgeous :) looking word clouds while sacrificing words sizes accurancy.

Right to left languages like Hebrew and Arabic are not supported at the moment.

Fot other languages you can use any font you have (downloaded) by adding your custom font to the list. Read more about this feature here.

Unfortunately I am not familiar with Adobe Illustrator and can't help you with that software.

It can be done in Inkscape theoretically. But in reality it is very tedious work as you gonna change the size of all letters and then to redistribute words around manually.

May be it is because you tried to submit word file that is not Jpeg or PNG? You need Jpeg or PNG file to be able to use it as your cloud shape.

You could easily find out it yourself. Just copy and paste the desired symbol into words section and switch to Fonts. Fonts that are not marked as red support all the symbols you input in Words section.

Basically it is not possible with Tagul but you can export your cloud in SVG or EPS format (if you are premium subscriber) and then try to reposition words in Inkscape or Photoshop.
