Why 403s?

Whichever of my websites I look up, all get 403s, yet web sites are live, accessible via FTP etc.
What possible setting can be doing this, perhaps on my server?

Error loading words. Error: Cannot load web page. HTTP code: 403.

Could you please provide some links you used?
