Sizing - help PLEASE!

Is there an easy way to see if the visualised cloud will fit on a certain size paper? I must have tried to fit the number '40' a hundred times into a size that will fit a 7x5 or 6x4. Being new to this I am creating the number in 'paint' (have used various font sizes 60-150, and currently using narrow ariel). whatever I do the saved image is just too large. Rather than spend anymore time I'm hoping someone with greater knowledge can help?

Your problem is not clear to me. You can fit *any image* into 7x5 or 6x4 paper by scaling it up or down. Could you please elaborate and probably send some screenshots/images to support email to allow me understand your problem and help you?

yes of course. if I save a file as png then open in, say windows, when I print it doesn't easily fit to the paper size I may want. I can use 'fit' to paper but its still probably a bit bigger than I would like.
I can scale it down in 'paint' but lose quality (unless I'm making a hash of that). Will happily use a vector image (as I'm going to upgrade anyway) but I don't currently have software that can edit them I don't think, as I only have photoshop elements.

sorry, whilst preparing screenshots for you I have fixed my main problem by resizing in photoshop elements rather than paint which seemed to deteriorate quality.

my new question then, is around a vector image - I think this is my preferred option as quality is maintained but can you recommend any software I can used just to resize vector images?
