I usually do both depending on the project. If the word cloud is the main element, I stick with the built-in fonts for better readability and cleaner layouts.
For social media graphics though, I often experiment with styled text first and then build the design around it. Sometimes I'll generate different text styles using tool, https://letrasbonitas.com.es just to see how the wording feels visually before finalizing the layout.
In my experience, WordArt is great at composition, but typography is often where the design gets its personality.
