Custom Shapes with border

Is there a way to create a custom word cloud of words with the letters outlined? I thought using a different fill color would work, but no luck.

If you are talking about words that fills out a shape then they can't be outlined. They will be always filled with a color.

But if you make a cloud with a shape in a form of a word then that word can be outlined in any image editing software.
