I think it lasts until Alex notices and resets the server or something. On average I'd say downtime is usually a day or so (using my gut feeling here as the only metric).

This could be implemented by adding another column in the edit tags manually tab.
The purpose would be to prevent certain words from being repeated.
It could either be a checkbox ("unique") or a number field ("max number of repetitions").
