I am trying to design a word cloud inside the letters CFS. Is this even possible?

This is possible. To achieve that you need to create an image with black letters "CFS" written on white background in any image editing software like Photoshop or MS Paint. Then save that image in JPEG or PNG format and use it as your cloud shape by clicking on the first tile in Shapes section.
