Thank you, Alex, for your "great" support.
I've ordered and bought the decision of this problem on the freelancers' site.
Here it is, anyone can use it:
1) Find this piece of text in the script:
(b.pageY-e)
2) Paste
-window.pageYOffset
between "e" and " )";
Now your "position:fixed" cloud works excellent!

But what if just "fixed" cloud needed? Always visible cloud on the long web-page.

I've tried so, but it doesn't work anyway. At first, when several strings scroll down the cursor is shifted, and further it stops to work. Please try this simple code with the Tagul cloud:
<!DOCTYPE html>
<html>
<head>
<title>Page Title</title>
<script src="//cdn.tagul.com/tagul.min.js" async defer></script>
</head>
<body>
<div style="position:fixed;">
<div style="width: 400px; height: 400px;" data-tagul-src="//cdn.tagul.com/json/4qi5eaw3tj4u" data-tagul-show-attribution></div>
</div>

If html-property "position" of the cloud is "fixed" and the page rolls down for several strings then the cloud turns out non-clickable. How to solve this problem? Sorry for my poor English)
